HEEHRA Heat Pump Rebates in the Coachella Valley (2026 Update)

Last updated: March 2026

If you’ve been looking into switching from a gas furnace to a high-efficiency heat pump, you have probably heard about HEEHRA rebates. These rebates can be worth up to $8,000 for income-qualified households, and they can make a heat pump upgrade far more affordable.

Here’s the most important update for local homeowners:

As of March 12, 2026, HEEHRA single-family rebates are fully reserved statewide and no new income verification requests are being accepted. That includes homes here in the Coachella Valley.

Don’t worry. You still have options. In this guide, we’ll break down what HEEHRA is, who qualifies, and the best next steps if you live in Palm Springs, Cathedral City, Rancho Mirage, Palm Desert, La Quinta, Indio, Coachella, or nearby.

What is the HEEHRA rebate?

HEEHRA stands for the Home Electrification and Appliance Rebates program, a federal program (through the Inflation Reduction Act) that California is administering through TECH Clean California.

For homeowners, the headline benefit is simple:

  • Up to $8,000 off a qualifying heat pump HVAC installation for low-income households
  • Up to $4,000 off for moderate-income households

This rebate is designed to help households replace an existing non-heat pump primary heating source (often a gas furnace) with a qualifying heat pump.

Quick answer: Are HEEHRA rebates available in Palm Springs and Indio right now?

For most single-family projects in the Coachella Valley:

  • The Southern California budget is fully reserved (as of March 12, 2026).
  • Income verification requests won’t be accepted at this time
  • A waitlisted project is only eligible if the heat pump is installed after the reservation is approved.

That last point matters. It means you shouldn’t install a system expecting to claim the rebate later. With HEEHRA, the order of operations is critical.

How much can you get back with HEEHRA?

HEEHRA heat pump HVAC rebates are based on Area Median Income (AMI):

If your household income is below 80% of AMI

  • Eligible for up to $8,000

If your household income is 80% to 150% of AMI

  • Eligible for up to $4,000

Your household income must be verified through the official HEEHRA income verification process before a contractor can attempt to reserve funds for your project.

The most important rule: HEEHRA is not retroactive

This is where many homeowners get tripped up.

HEEHRA rebates are not retroactive. Your contractor must receive confirmation that the reservation is approved before you move forward with the installation.

If you’ve already started or completed a heat pump installation, you may not be eligible to submit income verification for this rebate. If you’re replacing your system due to an emergency, exceptions may be reviewed case-by-case, but you should verify income as early as possible.

What is the step-by-step process to apply?

Here is the simplified process we walk homeowners through:

1) Verify income eligibility first

You complete the income verification process and receive either an eligibility code or an approval PDF.

2) Choose the right contractor and the right system

HEEHRA rebates are only available through TECH Clean California enrolled contractors who are HEEHRA-trained.

3) Your contractor submits the reservation request

An approved income verification does not mean funding is reserved. Funding is only reserved once the contractor’s reservation is approved.

4) Install after reservation approval

If your project is waitlisted, you must wait until you have an approved reservation.

5) Receive the rebate as an invoice discount or reimbursement

Depending on program rules and processing, the rebate is typically applied as an instant discount or handled as a reimbursement through the contractor.

Important timing for 2026

HEEHRA Phase I had an accelerated timeline, with project completion/invoicing tied to Feb 28, 2026 for that window. The program is currently focused on processing completed projects with approved reservations, and HEEHRA Phase II availability will be announced later.

When Phase II becomes available, it will be a separate announcement and process.

Equipment rules changed in 2026: Refrigerant requirements

Starting in 2026, qualifying residential and light commercial heat pump systems must meet updated refrigerant requirements (low global warming potential).

That is one reason you’ll see newer systems shifting to next-generation refrigerants like R-454B and R-32. If you want a deeper breakdown, we have a separate post on the refrigerant transition and what it means for homeowners.

What to do if you’re waitlisted or do not qualify

Even if HEEHRA is fully reserved in our region, you still have several strong paths to lower your cost.

Option 1: Check local utility rebates (especially for IID customers)

Many homes in the Valley are on Imperial Irrigation District (IID) electric service, particularly around Indio and surrounding areas.

IID currently offers rebates for:

  • Gas-to-electric heat pump HVAC upgrades (rebate can be based on system size)
  • Other efficiency upgrades that reduce cooling costs in the desert

Utility rebates can sometimes be combined with manufacturer promotions and financing.

Option 2: Manufacturer incentives and seasonal specials

Heat pump pricing can swing depending on the season and the equipment availability. We track manufacturer promotions and run seasonal offers when they are available.

Check our Special Offers page or call and we’ll tell you what’s currently running.

Option 3: Financing to keep monthly payments predictable

If you would rather keep cash available, financing can spread your investment into manageable monthly payments. We offer financing options for qualified homeowners.

Option 4: Right-size the system and upgrade what actually moves the needle

In desert climates, the biggest savings usually come from:

  • Proper sizing (not oversized)
  • Duct improvements when needed
  • Modern variable-speed equipment
  • Smart thermostat control and airflow setup

A good design is often worth more than chasing a rebate that’s not currently available.

Why heat pumps make sense in the Coachella Valley

Heat pumps are a strong fit for our climate because they provide:

  • Efficient cooling during long, hot seasons
  • Reliable heating during cooler desert nights and winter mornings
  • One system for both heating and cooling
  • Potential for lower operating costs compared to older, inefficient equipment

If your current system is older, struggling in peak summer, or you are tired of uneven comfort, a heat pump upgrade can be a practical improvement even without HEEHRA.

FAQs

Can I apply for HEEHRA after my heat pump is installed?

In most cases, no. HEEHRA is not retroactive. Your project needs an approved reservation before installation.

How do I know if my household qualifies?

Eligibility is based on your household income compared to AMI for your county and household size. The official income verification process will confirm whether you qualify and at what level.

What if I am on the waitlist?

A waitlisted project is only eligible if the heat pump is installed after the reservation is approved. If you need a system now, we’ll walk you through alternative savings options.

Does HEEHRA apply to new construction?

No. HEEHRA is for existing homes (retrofits), not new construction.

Can I stack HEEHRA with other rebates?

Sometimes, but stacking rules vary by program. Utility rebates and manufacturer promotions may still be available even when HEEHRA is waitlisted.

Do heat pumps work well in the desert?

Yes. Modern heat pumps are built for efficient cooling and reliable comfort in hot climates, as long as the system is sized and installed correctly.
